Priority gaps: regular Artifact artwork and random effects, most Legendary benefits, Councilor quality bonuses, Munition recipes and levels, and quests, achievements, treaties, Blessings, Glory and Alliance rules. University/Library configuration tables do not establish current-server values, dependency topology or every effect unit.
